Association History

Founded on January 12, 1976, the Association involved 18 participating companies from the industry. Bin-Yan Yang took on the duty as the first Chairman of Directors. For many years, the Association prospers and starts to function gradually under the collaborative management of past Directors and members’ cooperation. In 2010, the number of members reached 37 companies. In addition to that, there are over 25 small scale factory equipped with gluing machines that hadn’t joined the Association. The Association is proactively reaching out to these companies, inviting them to join membership, and expanding the scale of the Association. Although the factories of the member companies are in various sizes, all of them have been operating steadily and maintaining good growth every year. In the past, most business growth in the tape industry went smoothly, with an average annual growth rate of 30% before the first oil crisis, about 20% between the first and second oil crisis. The growth rate hardly remains in the double digits in the following years. However, in the three years starting from 1987, due to the unprecedented economic transformation in Taiwan, the industry experienced shocks as listed below.

  •  After Taiwan’s accession to the WTO, the customs import tariffs dropped drastically. Adding to that, successive openings  to finished tape products were granted. The large number of imported finished tape products lead to more and more aggressive competitions in the domestic market as time passed.
  •  The rising cost of land and environmental protection has made it difficult for domestic investment and has led to overseas investment, which has indirectly affected the growth of the domestic market.
  •  With the economic downturn, the domestic industry has moved out of Taiwan and the proportion of tape exported has exceeded 80%, causing the domestic demand of the tape market to shrink significantly.
  • The mainland market rises and rules the adhesive market with mass production and low prices, impacting the industry’s ability to compete profitably.
  •  Countries gradually adopt overall planning, making the price and quantity competition tough for small-scale enterprises.
  • Issues such as global warming, energy depletion, environmental protection become more and more urgent day by day. The demand in eco-friendly and energy efficient materials increased. At the same time, the regulations regarding pollution prevention and control are becoming more stringent.

The tape production capacity in Taiwan is still dominated by OPP and SPVC. In 2015, the total product of OPP was about 2.2 billion square meters and the total product of SPVC was about 330 million square meters, both of which have a high reputation globally. Tapes for the electronics industry, label paper, double-sided tapes have also developed rapidly in recent years, and the export sales is increasing at full tilt.

Future Outlook

Taiwan lacks resources, some companies might not be able to form partnerships with suppliers for reasonable customs import tariffs of raw materials. It is not easy to import raw materials, process, and then export. The top exports of the adhesive market are the OPP and SPVC tapes. Sales growth is achieved because of the reasonable support from the suppliers upstream. But in long terms, the destructive competition jeopardizes companies’ profit. With the additional competition from the mainland market over the last few years, market operation has become more and more severe.

Although special tape products have considerably great potential, the domestic market is small and difficult to understand. Most companies that have developed products in the special tape category still fail to reach a profitable scale. In particular, they are confronted with the 6 economic shocks mentioned earlier.

In recent years, there is an increase in environmental protection awareness. Green technology, carbon offset, and energy conservation deep-rooted into various industries including the electronics, automotive, construction, daily necessities industries, etc. Almost all identifiable industries are involved. Local governments and some non-local organizations have also set international environmental standards (including WEEE / RoHS / REACH regulations in the EU and the US, EuP / EPEAT / EU Flower and other environmental performance certification, etc.). Therefore, manufacturers in the supply chain of industrial products must also comply with the corresponding regulations.

The directions for tape industry development in the future should be:

  • Internationalization, proximity to the market.
  • Improve market-driven research and development.
  • Automation and cost reduction.
  • Focus on market information and management to achieve greater sales.
  • Technology differentiation in the industry.
  • Emphasize on research and development to improve the added value of products. By increasing the product value, shift the focus from production capacity to the value of the product.

The Association promoted the establishment of a foreign language version of the “Product-Category Rules for Environmental Product Declaration for carbon footprint of Adhesive Tapes”
“Global Tape Forum” and “Global Test Methods Committee Meeting” took place in Asia for the first time, the Association was entrusted to host the meeting
2011
In response to the trend of environmental protection, the Association promoted the formulation of a domestic version of the “Product-Category Rules for carbon footprint of Adhesive Tapes”
2008
Under Chairman Zeng’s planning and preparation, the Association held the first course on “Fundamentals of Adhesive Tapes” for talent training
2004
Taiwan Hopax Chemicals, Koan Hao Technology got listed on the Emerging Stock Board successively
2003
Mr. Yu-Ji Zeng was elected as the 10th Chairman of the Directors
2002
With the subsidies from the Bureau of Foreign Trade, the Association jointly participated in the “Singapore CMM Exposition” and “China International Packaging Products & Materials Exposition” with member companies to promote adhesive tape brands and expand into the international trade market.
2001
The Association teamed up a delegation and visited the 6th CMM Exposition in Japan and visited Sekisui Chemical Company in Japan for a study tour
Chairman Chao was invited to attend the 40th anniversary of Japan Adhesive Tap Manufacturers Association and delivered a speech under the topic of adhesive tapes
With assistance from the Material and Chemical Research Laboratories, we set up a specialized website for the TAAT
YC Group got listed on the General Stock Board as a type 2 company.
1999
Under the guidance of the Industrial Development Bureau, the Association joined hands with 10 member factories to develop high quality foam tapes in order to improve and enhance the competitiveness of the tape industry.
1998
Through great efforts of the Association, the tape industry was transferred from the Fourth Division of Industrial Development Bureau, which is mainly in charge of daily necessities, to the Third Division, which is mainly in charge of the chemical industry. The tape industry is now rightfully part of the chemical industry.
Technology transfer of the project was completed, member factories started mass producing high quality PE protective tapes that are internationally competitive
1997
Asia Inc. extended their SPVC tape production capacity and becomes the largest SPVC tapes manufacturer in Taiwan.
Under guidance of the Industrial Development Bureau, the Association worked together with its member factories and planned to improve the technology of PE protective tapes and enhance the international competitiveness of our tape industry within one year.
1996
The 20th anniversary of the Association is celebrated, a good number of events were held
The Association teamed up a delegation, travelled to Venice, and participated in the international conference. Chairman Gao was invited to deliver a speech on the topic.
Visited several advanced factories in Europe after the conference
1995
The Association invited “Kan. Tenero Paper” to hold a seminar on the topic of “Development and trend of special white clay coated silicone base paper”
Seminar on “Latest Coating Technology” was held with National Tsing Hua University
1994
Mr. Cheng-Kang Kao took office the 7th Chairman, Taiwan Nitto Corporation passed the I.S.O.9002 certification
Industrial Development Bureau officially published the first volume of survey research report on this specific industry. The content was informative and well-received.
The Association teamed up a delegation and visited the 4th CMM Exposition in Japan and visited the well-known Japanese factory, Hirano Factory
1993
KK Enterprise, Achem Technology Corporation, Four Pillars Enterprise received I.S.O.9002 international certificates for their factories in Singapore successively
Promoted the establishment of an Computer Information Action Plan (CIA) with the guidance from the Industrial Development Bureau
1992
The Association joined hands with 6 companies from the industry and exhibited in the 3rd CMM Exposition in Japan
72 people from the industry visited and studied the Nitto Denko Toyohashi Office in Japan, making the first move in the information exchange between industries of the two countries
Promoted the Five-year Technology Upgrade Plan with guidance from the Industrial Development Bureau

Four Pillars Enterprise received the JIS Mark certification

The Association published its first brochure (1988), which has been revised every three years ever since
Mr. Ji-Rong Zhao was elected as the 5th Chairman of the Board of Directors, and has provided outstanding leadership and achievements during his two terms of service.

The Association began hosting large scale annual technical seminars

Following Chairman Shi-Yan Wang’s plan, the Association relocated to Taipei World Trade Center and set up a product showroom

Four Pillars Enterprise opened the factory gates of their Hsinchu factory and allowed companies from the industry to visit and study their production facilities
1983
Four Pillars Enterprise manufactured tapes for electronics industrial use, such as polyester film tapes, protective tapes, etc.
1976
As a result of Mr. De-Cheng Xu’s work on planning and organizing, it took half a year to establish the Association of Adhesive Tape Manufacturers, coordinating companies in the industry, and entrusting Mr. Bin-Yan Yang as the first Chairman.
